Part of Update Optimism stack to use Bedrock release

  • Add an env option to allow unprotected txs in fixturenet geth node (disables replay protection)
  • Add a bare-bones fixturenet-plugeth stack for L1 (without ipld-eth-db, ipld-eth-server, etc)
  • Add an independent config for fixturenet-plugeth stack so that it can be used with deployment pattern
    • When using existing config from other (fixturenet-eth) stack, the config doesn't get included in generated deployment directory
