Part of Update Optimism stack to use Bedrock release

  • Add an env option (CERC_ALLOW_UNPROTECTED_TXS) to allow unprotected (non EIP155) txs in fixturenet geth node (disables replay protection)
    • Required by fixturenet-optimism
