Dev Ojha ea2bcc8adf feat!: x/gov: raise max description length to 10k chars (#10740)
The 5k character limit for governance proposals is something I've ran into several times now. This feels like an artificial constraint. The deposit is our mechanism to combat spam, and extra state used for this is really not a problem.

In this PR I propose raising this limit to 10k characters, to remove much of the immediate need for working around this 5k limit.

Dev Ojha a9ea38382e perf: store/cachekv: Correct the naming and implementation for existing benchmarks (#10116)
## Description

Cref discussion in #10026, updates the CacheKV Benchmark naming and implementation to correspond to whats actually going on, and remove many irrelevant/incorrect components from being in the benchmarks timing.

Basically the old Benchmark's iterator creation was very flawed, and never hit the complex case, only repeatedly performing the best case performance of the iterator. Instead it really benchmarked iterator set and next operations.

This PR splits out the benchmarks for those two accordingly.

## Description

Speedup coins.String() and coin.String()

In my local benchmarks, this >2x improves the time for balances with 1 coin, and further improves speed for strings with many balances. I did not benchmark on the two coin usecase

Dev Ojha 78b151dd97 perf: Remove telemetry from wrappings of store (#10077)
## Description

Closes: #10072 

Significantly speeds up all the GasKvStore and CacheKVStore operations. Now Get/Set for these stores no longer even appears on my Osmosis benchmarks, saving ~8% of those benchmark's times. (Only one of the internal methods for setCacheValue appear -- will try to separately get a PR for reducing those memory allocations if #10026 is merged)

Talked to @alexanderbez about this on Discord, and he seemed in agreement with the approach of removing telemetry from these stores.

This does technically change telemetry, but I don't know if this is / should be considered a breaking change?

We found in the Osmosis epoch time, the many accesses to GetAccount's proto unmarshalling was a significant slowdown.
This adds a HasAccount method to the AuthKeeper, and fixes one unnecessary spot that it appears within in SendCoins

Dev Ojha 61dd71ed87 perf: Speedup to params simulation (#9481)
## Description

In Osmosis' simulation, we were observing that a large percent of the time was spent within SimulateParamChangeProposalContent, in particular within the composed key function. This is from a trace of our simulator running for 10 minutes:

~This change lowers the number of calls to ComposedKey() by a factor of 3, and speeds up the underlying ComposedKey function. (sprintf is not particularly efficient for string concatenation, https://dev.to/pmalhaire/concatenate-strings-in-golang-a-quick-benchmark-4ahh ). After these change, the effect of ComposedKey() can no longer be seen in the profiler outputs.~

~This change does not change the result of the simulator on a given seed.~

I've also realized that using the ideas of the inflation section,
we could even remove the iteration over slashes when withdrawing!
(Note, inflation section equations / proof of correctness has not been
thoroughly transcribed from my head onto paper, so its not guaranteed to
be correct at the moment. However the inflation section of this describes
something separate from inflation in the hub. It has inflation happen by
having each staked token produce more staked tokens, instead of having it come
through block rewards. This inflation can also happen per validator,
so as to enable non-signing validators to not get inflation)

Improve memory efficiency of getting store keys

This is done by removing repeated appends, which will create a new
slice if theres insufficient capacity, and instead creating a key
of the correct size, and then copying the data into it.

Dev Ojha cb86efa054 Merge PR #2376: auth: Don't recalculate mempool fees for every msg signer, misc. cleanup
This PR begins improving the godocs for the auth module, and begins cleaning
up the Ante handler.

Additionally we previously calculated if the fee was sufficient for the tx
on every single signer. This is now refactored to be more efficient, and have
a better logical flow. No changelog entry as this is new to this release.

Dev Ojha 65137f6331 Merge PR #2343: Add a name field to the message type
This is to facillitate ease of implementing #1406. (Tags for messages
could then be added dynamically)

Ultimately once we make the router support hiearchical routing, (#770)
we can then remove the name field and just the parse info for tags from that.

Until then, we can parse the tag name as
`fmt.Sprintf("%s %s", msg.Type(), msg.Name())`

* Remove ripemd160 entirely

We already made this decision awhile ago, and have had tendermint switched
for awhile. I was surprised to find ripemd still used within the storeinfo.
This actually leads me to think the new "byter" API change in the tendermint
PR RFC compliance is better, as it avoids things like this from ever happening.

* Get ripemd160 removed from the gopkg imports

Currently the crypto/keys tests take 2 minutes in circle CI.
A significant portion of this time is due to the bcrypt security
parameter. Changing it for these tests should reduce the time significantly.

Currently they take ~1 minute on circle CI. There isn't a significant reason
for this to delay all our tests. This commit reduces the time spent on these
tests by a factor of 20.
