Prathamesh Musale 59236e5ce6 Add a custom lockup account to hold locked tokens (#72)

- Added a command to create the custom lockup account in genesis:
  ```bash
  laconicd genesis add-genesis-lockup-account <account_name> <distribution-json-file> <coin>[,<coin>...]
  ```

The Source of Proof. ## Installation
Install `laconicd`:
```bash
# install the laconicd binary
make install
```
## Usage
Run with a single node fixture:
```bash
# start the chain
./scripts/init.sh
# start the chain with data dir reset
./scripts/init.sh clean
```

## Tests
Run tests:
```bash
# integration tests
make test-integration
# e2e tests
make test-e2e
```
