Raúl Kripalani 8512bbc45b drop f099 eth_call hack. 
We now create the 0x0 Eth null address on genesis as an EthAccount,
so using the 0x0 Eth null address is guaranteed to work.

Raúl Kripalani b8b3b5d48b fix: Eth JSON-RPC API: eth_getTransactionReceipt logs-related fixes. 
Hardhat doesn't like logs: null in transaction receipts when no logs
were emitted. Wants empty array.

Size logsBloom correctly.
