Michael Sproul 95b3183cb4 Make /config/spec backwards compat for VC (#2934)
## Proposed Changes

Restore compatibility with beacon nodes using the `MERGE` naming by:

1. Adding defaults for the Bellatrix `Config` fields
2. Not attempting to read (or serve) the Bellatrix preset on `/config/spec`.

I've confirmed that this works with Infura, and just logs a warning:

Overview

Lighthouse is:

  • Ready for use on Eth2 mainnet.
  • Fully open-source, licensed under Apache 2.0.
  • Security-focused. Fuzzing techniques have been continuously applied and several external security reviews have been performed.
  • Built in Rust, a modern language providing unique safety guarantees and excellent performance (comparable to C++).
  • Funded by various organisations, including Sigma Prime, the Ethereum Foundation, ConsenSys, the Decentralization Foundation and private individuals.
