Adding a #[signed_root(skip_hashing)] macro
...
Lets the user annotate fields of a struct to skip for signed root
hashing.
Also added tests in a `eth2/utils/tests` crate, so that we can test
whether these derived macros work as intended.

cmake [options] -S <path-to-source> -B <path-to-build>
Specify a source directory to (re-)generate a build system for it in the
current working directory. Specify an existing build directory to
re-generate its build system.
Run 'cmake --help' for more information. as a requirement for building lighthouse, as it is a dependency that must be installed on a fresh arch system.
