We found in the Osmosis epoch time, the many accesses to GetAccount's proto unmarshalling was a significant slowdown.
This adds a HasAccount method to the AuthKeeper, and fixes one unnecessary spot that it appears within in SendCoins

* Update Spec

* Fix lint & use speedup in SendCoins

We merged #9596, but we forgot to add proto comments for one message.

Then, proto lint CI fails on unrelated PRs, e.g. https://github.com/cosmos/cosmos-sdk/pull/9759/checks?check_run_id=3421076482#step:4:24. This fixes it.

## Description

This PR if the 1st step (out of 2) in the #9585 refactor. It transforms baseapp's ABCI {Check,Deliver}Tx into middleware stacks. A middleware is defined by the following interfaces:

This Pr doesn't migrate antehandlers, but only baseapp's runTx and runMsgs as middlewares. It bundles antehandlers into one single middleware (for now).

More specifically, it introduces the 5 following middlewares:

It's only created for the purpose of breaking the refactor into 2 pieces. **It will be removed in Part 2**, and each antehandler will be replaced by its own middleware.                                                                                                                                                                                                  |
| IndexEventsTxMiddleware | This is a simple middleware that chooses which events to index in Tendermint. Replaces `baseapp.indexEvents` (which unfortunately still exists in baseapp too, because it's used to index Begin/EndBlock events)                                                                                                                                                                                        |
| RecoveryTxMiddleware    | This index recovers from panics. It replaces baseapp.runTx's panic recovery.                                                                                                                                                                                                                                                                                                                           |
| GasTxMiddleware         | This replaces the [`Setup`](https://github.com/cosmos/cosmos-sdk/blob/master/x/auth/ante/setup.go) Antehandler. It sets a GasMeter on sdk.Context. Note that before, GasMeter was set on sdk.Context inside the antehandlers, and there was some mess around the fact that antehandlers had their own panic recovery system so that the GasMeter could be read by baseapp's recovery system. Now, this mess is all removed: one middleware sets GasMeter, another one handles recovery. |

## New DB interface to replace `tm-db`

This introduces a new interface to wrap the backend KV store DB while supporting versioning and ACID transactions.
Part of [ADR-040](https://github.com/cosmos/cosmos-sdk/blob/eb7d939f86c6cd7b4218492364cdda3f649f06b5/docs/architecture/adr-040-storage-and-smt-state-commitments.md) changes.

This has been revised to consist of only the interface types. All implementations and utilities will be in follow-up PRs.

Robert Zaremba 13559f9132 feat: file watcher for cosmovisor (#8590) 
Adding upgrade file watcher for cosmovisor.

Currently the comswisor upgrade mechanism relays on parsing log messages. This is not reliable:
+ depends on the log level output (x/upgrade uses INFO)
+ can be hacked by accidentally logging user user content
+ can be broken by using upgrade name which will break the regex pattern.

daeMOn f479b515a8 fix: file keyring fails to add/import/export keys when input is not stdin (fix #9566) (#9821) 
## Description

Add a test case to reproduce the issue described in #9566. The test currently fails, and I've pointed some possible solutions over https://github.com/cosmos/cosmos-sdk/issues/9566#issuecomment-889281861. But I feel this needs more works in order to provide a more robust solution. I'll keep poking at better options, but taking any pointers if anyone has ideas.
