metrics/prometheus: expose metrics in prometheus format too (#17077)

* metrics/prometheus: added prometheus http server and metrics collector

* metrics/prometheus: minor cleanups

* metrics/prometheus: named keys instead name in tag

* metrics/prometheus: minor typo cleanups, sorted report
