Staking rewards is disabled by performing the following
- Redirect all fee to community pool
- Increase threshold for accepting gov proposals so that it becomes difficult to spend funds from community pool

- Add E2E tests following pattern suggested in cosmos-sdk docs:

- Tests for gRPC requests
- Tests for manually configured CLI commands
- Add a CI workflow to run these E2E tests
