ci: upgrade Kind to v0.25.0 and pin kubectl to v1.31.2 
Kind v0.20.0 defaults to k8s v1.27.3 which fails on newer CI runners
(kubelet cgroups issue). Upgrade to Kind v0.25.0 (k8s v1.31.2) and
pin kubectl to match.
