Migrate all Eth fixturenet components to external repo #905

The Ethereum fixturenet stacks in this repo are now deprecated in favor of https://git.vdb.to/cerc-io/fixturenet-eth-stacks.
However, not all the add-on services have been migrated yet.

We should:

  • remove the fixturenet-eth* workflows and configure fixturenet-eth-stacks for Slack notifications:
    cerc-io/fixturenet-eth-stacks#20
  • migrate ipld-eth-db
    • remove internal ipld-eth-db
  • migrate ipld-eth-server
    • remove internal ipld-eth-server
  • migrate tx-spammer
    • remove internal tx-spammer
  • remove fixturenet-eth* and fixturenet-plugeth-tx stacks and their components
  • remove foundry (?)
