cerc/laconic-console-host had some handy scripts and tooling for replacing config at runtime for pre-compiled React apps.

This moves that out of cerc/laconic-console-host into a new base container, cerc/webapp-base, which can be used both by cerc/laconic-console-host and any similar apps (eg, https://git.vdb.to/cerc-io/keycloak-reg-ui)
