accounts: add blockByNumberNoLock() to avoid double-lock (#20983)

* abi/bind/backends: testcase for double-lock

* accounts: add blockByNumberNoLock to avoid double-lock

* backend/simulated: use stateroot, not blockhash for retrieveing state
