* calibnet: add buggy miner actor CID to actorMeta

* fix incorrect buggy calibnet manifest

* make UpgradeWatermelonFixHeight a build param

* calibnet patch: check whether network is calibration from init actor state

* add sanity checks to the v12 calibnet patch upgrade
