## Issue Addressed

#3308 

## Proposed Changes

* add `cpufeatures` feature.
* make `cpufeature` default feature to preserve the compatibility;
* hide all `cpufeature`-related code with `cpufeatures` feature.

Overview

Lighthouse is:

  • Ready for use on Ethereum consensus mainnet.
