Although [performance benchmarks](https://gist.github.com/michaelsproul/f759fa28dfa4003962507db34b439d6c) don't show a substantial detriment to running the `portable` build vs `modern`, in order to take things slowly I propose the following roll-out strategy:
- Keep both `modern` and `portable` builds for releases/Docker images.
- Run the `portable` build on half of SigP's infrastructure to monitor for performance deficits.
- Listen out for user issues with the `portable` builds (e.g. SIGILLs from misdetected hardware).
- Make the `portable` build the default and remove the `modern` build from our release binaries & Docker images.

## Proposed Changes
Rather than spawning new tasks on the tokio executor to process each HTTP API request, send the tasks to the `BeaconProcessor`. This achieves:
1. Places a bound on how many concurrent requests are being served (i.e., how many we are actually trying to compute at one time).
1. Places a bound on how many requests can be awaiting a response at one time (i.e., starts dropping requests when we have too many queued).
1. Allows the BN prioritise HTTP requests with respect to messages coming from the P2P network (i.e., proiritise importing gossip blocks rather than serving API requests).
Presently there are two levels of priorities:
- `Priority::P0`
- The beacon processor will prioritise these above everything other than importing new blocks.
- Roughly all validator-sensitive endpoints.
- `Priority::P1`
- The beacon processor will prioritise practically all other P2P messages over these, except for historical backfill things.
- Everything that's not `Priority::P0`
The `--http-enable-beacon-processor false` flag can be supplied to revert back to the old behaviour of spawning new `tokio` tasks for each request:

I added some other new CLI flags:

I needed to add the max-workers flag since the "simulator" flavor tests started failing with HTTP timeouts on the test assertions. I believe they were failing because the Github runners only have 2 cores and there just weren't enough workers available to process our requests in time. I added the other flags since they seem fun to fiddle with.
## Additional Info
I bumped the timeouts on the "simulator" flavor test from 4s to 8s. The prioritisation of consensus messages seems to be causing slower responses, I guess this is what we signed up for 🤷
The `validator/register` validator has some special handling because the relays have a bad habit of timing out on these calls. It seems like a waste of a `BeaconProcessor` worker to just wait for the builder API HTTP response, so we spawn a new `tokio` task to wait for a builder response.
I've added an optimisation for the `GET beacon/states/{state_id}/validators/{validator_id}` endpoint in [efbabe3](efbabe3252). That's the endpoint the VC uses to resolve pubkeys to validator indices, and it's the endpoint that was causing us grief. Perhaps I should move that into a new PR, not sure.

- `lighthouse validator-manager create`
- Creates a `validators.json` file and a `deposits.json` (same format as https://github.com/ethereum/staking-deposit-cli)

- Imports validators from a `validators.json` file to the VC via the HTTP API.
- `lighthouse validator-manager move`
- Moves validators from one VC to the other, utilizing only the VC API.
## Additional Info
In 98bcb947c I've reduced some VC `ERRO` and `CRIT` warnings to `WARN` or `DEBG` for the case where a pubkey is missing from the validator store. These were being triggered when we removed a validator but still had it in caches. It seems to me that `UnknownPubkey` will only happen in the case where we've removed a validator, so downgrading the logs is prudent. All the logs are `DEBG` apart from attestations and blocks which are `WARN`. I thought having *some* logging about this condition might help us down the track.
In 856cd7e37d I've made the VC delete the corresponding password file when it's deleting a keystore. This seemed like nice hygiene. Notably, it'll only delete that password file after it scans the validator definitions and finds that no other validator is also using that password file.

- Smart connection limits: Connection limits have been checked only based on numbers, we can now use information about the incoming peer to decide if we want it
- More powerful peer management: Dial attempts from other behaviours can be rejected early
- Incoming connections can be rejected early
- Banning can be returned exclusively to the peer management: We should not get connections to banned peers anymore making use of this
- TCP Nat updates: We might be able to take advantage of confirmed external addresses to check out tcp ports/ips

This PR attempts to workaround the recent frequent eth1 simulator failures caused by missing eth logs from Anvil.

This usually occurs at the beginning of the tests, and it guarantees a timeout after a few hours if this log shows up, and this is currently causing our CIs to fail quite frequently.

## Proposed Changes
The quick fix applied here adds a timeout to node startup and restarts the node again.
- Add a 60 seconds timeout to beacon node startup in eth1 simulator tests. It takes ~10 seconds on my machine, but could take longer on CI runners.
- Wrap the startup code in a retry function, that allows for 3 retries before returning an error.

## Proposed Changes
This PR moves the scheduling logic for the `BeaconProcessor` into a new crate in `beacon_node/beacon_processor`. Previously it existed in the `beacon_node/network` crate.
This addresses a circular-dependency problem where it's not possible to use the `BeaconProcessor` from the `beacon_chain` crate. The `network` crate depends on the `beacon_chain` crate (`network -> beacon_chain`), but importing the `BeaconProcessor` into the `beacon_chain` crate would create a circular dependancy of `beacon_chain -> network`.
The `BeaconProcessor` was designed to provide queuing and prioritized scheduling for messages from the network. It has proven to be quite valuable and I believe we'd make Lighthouse more stable and effective by using it elsewhere. In particular, I think we should use the `BeaconProcessor` for:
1. HTTP API requests.
1. Scheduled tasks in the `BeaconChain` (e.g., state advance).
Using the `BeaconProcessor` for these tasks would help prevent the BN from becoming overwhelmed and would also help it to prioritize operations (e.g., choosing to process blocks from gossip before responding to low-priority HTTP API requests).

This PR is intended to have zero impact on runtime behaviour. It aims to simply separate the *scheduling* code (i.e., the `BeaconProcessor`) from the *business logic* in the `network` crate (i.e., the `Worker` impls). Future PRs (see #4462) can build upon these works to actually use the `BeaconProcessor` for more operations.
I've gone to some effort to use `git mv` to make the diff look more like "file was moved and modified" rather than "file was deleted and a new one added". This should reduce review burden and help maintain commit attribution.

## Proposed Changes
This PR introduces a "progressive balances" cache on the `BeaconState`, which keeps track of the accumulated target attestation balance for the current & previous epochs. The cached values are utilised by fork choice to calculate unrealized justification and finalization (instead of converting epoch participation arrays to balances for each block we receive).
This optimization will be rolled out gradually to allow for more testing. A new `--progressive-balances disabled|checked|strict|fast` flag is introduced to support this:
- `checked`: enabled with checks against participation cache, and falls back to the existing epoch processing calculation if there is a total target attester balance mismatch. There is no performance gain from this as the participation cache still needs to be computed. **This is the default mode for now.**
- `strict`: enabled with checks against participation cache, returns error if there is a mismatch. **Used for testing only**.
- `fast`: enabled with no comparative checks and without computing the participation cache. This mode gives us the performance gains from the optimization. This is still experimental and not currently recommended for production usage, but will become the default mode in a future release.
- `disabled`: disable the usage of progressive cache, and use the existing method for FFG progression calculation. This mode may be useful if we find a bug and want to stop the frequent error logs.

## Additional Info
I've also renamed the `Reqwest` error enum variants to `HttpClient`, to give people a better chance at knowing what's going on. Reqwest is pretty odd and looks like a typo.
I've implemented it in the `eth2` and `execution_layer` crates. This should affect most logs in the VC and EE-related ones in the BN.
I think the last crate that could benefit from the is the `beacon_node/eth1` crate. I haven't updated it in this PR since its error type is not so amenable to it (everything goes into a `String`). I don't have a whole lot of time to jig around with that at the moment and I feel that this PR as it stands is a significant enough improvement to merge on its own. Leaving it as-is is fine for the time being and we can always come back for it later (or implement in-protocol deposits!).

This PR adds the ability to read the Lighthouse logs from the HTTP API for both the BN and the VC.
This is done in such a way to as minimize any kind of performance hit by adding this feature.
The current design creates a tokio broadcast channel and mixes is into a form of slog drain that combines with our main global logger drain, only if the http api is enabled.
The drain gets the logs, checks the log level and drops them if they are below INFO. If they are INFO or higher, it sends them via a broadcast channel only if there are users subscribed to the HTTP API channel. If not, it drops the logs.
If there are more than one subscriber, the channel clones the log records and converts them to json in their independent HTTP API tasks.

Modifies the local testnet scripts to start a network with genesis validators embedded into the genesis state. This allows us to start a local testnet without the need for deploying a deposit contract or depositing validators pre-genesis.
This also enables us to start a local test network at any fork we want without going through fork transitions. Also adds scripts to start multiple geth clients and peer them with each other and peer the geth clients with beacon nodes to start a post merge local testnet.

## Proposed Changes
To prevent breakages from `cargo update`, this updates the `arbitrary` crate to a new commit from my fork. Unfortunately we still need to use my fork (even though my `bound` change was merged) because of this issue: https://github.com/rust-lang/rust-clippy/issues/10185.

Currently Lighthouse will remain uncontactable if users port forward a port that is not the same as the one they are listening on.
For example, if Lighthouse runs with port 9000 TCP/UDP locally but a router is configured to pass 9010 externally to the lighthouse node on 9000, other nodes on the network will not be able to reach the lighthouse node.
This occurs because Lighthouse does not update its ENR TCP port on external socket discovery. The intention was always that users should use `--enr-tcp-port` to customise this, but this is non-intuitive.
The difficulty arises because we have no discovery mechanism to find our external TCP port. If we discovery a new external UDP port, we must guess what our external TCP port might be. This PR assumes the external TCP port is the same as the external UDP port (which may not be the case) and thus updates the TCP port along with the UDP port if the `--enr-tcp-port` flag is not set.
Along with this PR, will be added documentation to the Lighthouse book so users can correctly understand and configure their ENR to maximize Lighthouse's connectivity.
This relies on https://github.com/sigp/discv5/pull/166 and we should wait for a new release in discv5 before adding this PR.
There is a race condition which occurs when multiple discovery queries return at almost the exact same time and they independently contain a useful peer we would like to connect to.
The condition can occur that we can add the same peer to the dial queue, before we get a chance to process the queue.
This ends up displaying an error to the user:

Although this error is harmless it's not ideal.
There are two solutions to resolving this:
1. As we decide to dial the peer, we change the state in the peer-db to dialing (before we add it to the queue) which would prevent other requests from adding to the queue.
2. We prevent duplicates in the dial queue
This PR has opted for 2. because 1. will complicate the code in that we are changing states in non-intuitive places. Although this technically adds a very slight performance cost, its probably a cleaner solution as we can keep the state-changing logic in one place.

## Additional Info
This requires no historical states to operate which mean it will still function on the freshly checkpoint synced node, however because of this, the values will populate each epoch (up to a maximum of 10 entries).
Another benefit of this method, is that we can easily cache any other values which would normally require a state read and serve them via the same endpoint. However, we would need be cautious about not overly increasing block processing time by caching values from complex computations.
This also caches some of the validator metrics directly, rather than pulling them from the Prometheus metrics when the API is called. This means when the validator count exceeds the individual monitor threshold, the cached values will still be available.

## Proposed Changes
* Bump Go from 1.17 to 1.20. The latest Geth release v1.11.0 requires 1.18 minimum.
* Prevent a cache miss during payload building by using the right fee recipient. This prevents Geth v1.11.0 from building a block with 0 transactions. The payload building mechanism is overhauled in the new Geth to improve the payload every 2s, and the tests were failing because we were falling back on a `getPayload` call with no lookahead due to `get_payload_id` cache miss caused by the mismatched fee recipient. Alternatively we could hack the tests to send `proposer_preparation_data`, but I think the static fee recipient is simpler for now.
* Add support for optionally enabling Lighthouse logs in the integration tests. Enable using `cargo run --release --features logging/test_logger`. This was very useful for debugging.
On heavily crowded networks, we are seeing many attempted connections to our node every second.
Often these connections come from peers that have just been disconnected. This can be for a number of reasons including:
- We have deemed them to be not as useful as other peers
- They have performed poorly
- They have dropped the connection with us
- The connection was spontaneously lost
- They were randomly removed because we have too many peers
In all of these cases, if we have reached or exceeded our target peer limit, there is no desire to accept new connections immediately after the disconnect from these peers. In fact, it often costs us resources to handle the established connections and defeats some of the logic of dropping them in the first place.
This PR adds a timeout, that prevents recently disconnected peers from reconnecting to us.
Technically we implement a ban at the swarm layer to prevent immediate re connections for at least 10 minutes. I decided to keep this light, and use a time-based LRUCache which only gets updated during the peer manager heartbeat to prevent added stress of polling a delay map for what could be a large number of peers.
This cache is bounded in time. An extra space bound could be added should people consider this a risk.

Our `ERRO` stream has been rather noisy since the merge due to some unexpected behaviours of builders and EEs. Now that we've been running post-merge for a while, I think we can drop some of these `ERRO` to `WARN` so we're not "crying wolf".
The modified logs are:
#### `ERRO Execution engine call failed`
I'm seeing this quite frequently on Geth nodes. They seem to timeout when they're busy and it rarely indicates a serious issue. We also have logging across block import, fork choice updating and payload production that raise `ERRO` or `CRIT` when the EE times out, so I think we're not at risk of silencing actual issues.
#### `ERRO "Builder failed to reveal payload"`
In #3775 we reduced this log from `CRIT` to `ERRO` since it's common for builders to fail to reveal the block to the producer directly whilst still broadcasting it to the networ. I think it's worth dropping this to `WARN` since it's rarely interesting.
I elected to stay with `WARN` since I really do wish builders would fulfill their API promises by returning the block to us. Perhaps I'm just being pedantic here, I could be convinced otherwise.
#### `ERRO "Relay error when registering validator(s)"`
It seems like builders and/or mev-boost struggle to handle heavy loads of validator registrations. I haven't observed issues with validators not actually being registered, but I see timeouts on these endpoints many times a day. It doesn't seem like this `ERRO` is worth it.
#### `ERRO Error fetching block for peer ExecutionLayerErrorPayloadReconstruction`
This means we failed to respond to a peer on the P2P network with a block they requested because of an error in the `execution_layer`. It's very common to see timeouts or incomplete responses on this endpoint whilst the EE is busy and I don't think it's important enough for an `ERRO`. As long as the peer count stays high, I don't think the user needs to be actively concerned about how we're responding to peers.
