This is quite a heavy refactor, with pivotal types like the `BeaconState` and `BeaconBlock` changing from structs to enums. This ripples through the whole codebase with field accesses changing to methods, e.g. `state.slot` => `state.slot()`.

Update the EF test vectors to v0.12.2 so that they include the new finality tests. Also, correct a typo that caused the epoch processing final update tests not to run on the minimal spec.
