chore(evm, feemarket) - Migrate Event emitting to TypedEvent (#1544)
* (refactor): Migrated to new Typed Events

* (fix): fixed tests and initialized the logs array in the proto message

* Added CHANGELOG entry

* (refactor): Made migration to Typedevent to feemarket module

* (fix): replace error returning with error logging.

* fix: linter and formatter

* fix: handle error by logging it

* fix: ran formatter and linter
