This updates the reference to a tag that does exist. It also switches to the git.vdb.to repo.
It does not fix the missing tags.

I suspect the mistake here is that v5.1.2-alpha does exist, but in the wrong project: https://git.vdb.to/cerc-io/ipld-eth-server/tags
