I found a gitea issue that looks very like the symptoms we have: https://github.com/go-gitea/gitea/pull/28888
It claims the fix is in 1.21.5. We are running 1.21.11.

After changing the schedule in light of the workaround in the bug report above, the problem seems to be resolved.
