Ethereum DSS utilities copied from [github.com/smartcontractkit/chainlink](chainlink) v2.19.0

Functional changes:
- the compressed binary encoding of secp256k1 points is made compatible with that described in
  [SEC1](https://www.secg.org/sec1-v2.pdf) (section 2.3.3), which is used by Cosmos SDK.
