This change removes a code pattern that I noticed while on a late night
audit of cosmovisor in which
strings.Builder.WriteString(fmt.Sprintf(...))
calls were being made, yet that's counterproductive to using fmt.Fprintf
which will check whether the writer implements .WriteString and then
avoids the need to firstly build a string using fmt.Sprintf.
The performance wins from this change transcend all dimensions as
exhibited below:

## Description
Closes: #12546
Removes `simapp` as a dependency from `testutil/network` by abstracting `simapp` construction behind a factory fn (now in `simapp`), then requiring callers of `network.DefaultConfig` to pass in the factory fn directly.
This patch is an intermediate step to removing all dependencies on `simapp`. Follow up work may include moving all of the tests using `network.DefaultConfig` updated here up to `simapp`, or possibly just the runners.

Integrate Tendermint v0.35.0, including changes to build and test
plumbing necessary to make everything build. This change does not
update any SDK APIs to make use of new features.

After some more recent conversations w/ @aaronc, I decided to go back to his original proposal of setting up a subcommand for running in-process testnets.
This PR splits the `simd testnet` command into two subcommands:
- `simd testnet start` which starts an in-process n-node testnet
- `simd testnet init-files` which sets up configuration & genesis files for an n-node testnet to be run as separate processes (one per node, most likely via Docker Compose)
