## Description
We start to adopt acceptance tests when designing new module. We had few internal sessions on how to do and started to practice it.
We should better document the process and start requiring it with new documents.

This PR makes 2 changes in the CLI:
### 1. Add an `--aux` flag to all tx command.

```
This will print an AuxSignerData instead of broadcasting the tx.
### 2. Add a new `aux-to-fee` subcommand
```bash
simd tx aux-to-fee <aux_signer_data.json>
```
This takes the output of the previous command, and broadcasts a 2-signer tx.

## Description
The `Error.Wrap` and `Error.Wrapf` functions in `types/errors` didn't work with `Is` and `IsOf` because they had non-pointer receivers. This adds a fix and tests that failed and now pass.

## Description
This is a feat and adds functionality for a developer to remote-debug a testnet node. This is made possible with `delve` remote debugging.
I received some help from here: https://kupczynski.info/2020/05/17/remote-debug-go-code.html
Also, @creachadair I made a tiny modification in the testnet file generation. I removed the `localnet` folder and simply let the `testnet init-files` to use the default `.testnets`, since this is also being `.gitignore`d in the repo, and we don't usually want these files in the main repo.

Changes:
- Added `--fee-payer` CLI flag:
- The flag is used to populate the corresponding `context` property.
- Context in its turn is used to set `fee-payer` during transaction building.
- `--fee-account` CLI flag is renamed to `--fee-granter`:
- With the flag added it becomes unclear whether `--fee-account` stands for `payer` or `granter`.
- Renaming to `--fee-granter` makes things more explicit.
- This is CLI breaking change.

Integrate Tendermint v0.35.0, including changes to build and test
plumbing necessary to make everything build. This change does not
update any SDK APIs to make use of new features.
