## Description
The `io/ioutil` package has been deprecated in Go 1.16 (See https://golang.org/doc/go1.16#ioutil). Since cosmos-sdk has upgraded to Go 1.17 (#9987), this PR replaces the existing `io/ioutil` functions with their new definitions in `io` and `os` packages.

SDK allows InitGenesis to return with an empty validator set. In practice, the error for an empty validator set gets thrown in tendermint. To fix this,
* Add non-empty validator set check to the `mm.InitGenesis` function. This will break `simapp.Setup` because it relies on an empty validator set [#comment](https://github.com/cosmos/cosmos-sdk/pull/8909#issuecomment-804850834).
* Update `simapp.Setup` to use a single validator.
* Fix failing tests (Most of them are keeper tests).

## Description
Related to #9489, this PR improves the UX when using the `withdraw-all-rewards` command by forcing the broadcast mode to `block` if the chunk size is greater than 0. This will ensure that the transactions do not fail even if the user uses invalid broadcast modes for this command (`sync` and `async`).
