chore: math lib update and type fixes (#12791) 
## Description

Upgrades the math library in the repo root and find/replaces many usages of sdk.Dec, sdk.ZeroDec, sdk.OneDec, sdk.NewDec with their legacy-ified-math-lib replacements.
