We decided to remove middlewares, and revert to antehandlers (exactly like in v045) for this release. A better middleware solution will be implemented after v046.

## Description
The Juno halt was caused by a smart contract calling a SDK's gRPC query that was not deterministic (at least that's my understanding).
As such, a fix was proposed on cosmwasm to whitelist only the gRPC queries that are deterministic. For example, gRPC queries that return node-specific config would not be whitelisted.
In my opinion, all module queries MUST be deterministic, since they can be part of the state machine. This PR will also help adr-033.
i made a quick audit of all `x/*` grpc_query.go, to make sure all of them were deterministic. The only non-determinism I found was in auth's ModuleAccount, but it's introduced in v0.46 and not released yet.

This PR performs the major work of swapping out the v1beta1 msg server and query server for the new one which can process a proposal as an array of messages. This PR still retains the legacy servers which simply wrap around the new ones, providing the same interface as before.
In order to keep backwards compatibility, a new msg, `MsgExecLegacyContent` has been created which allows `Content` to become a `Msg` type and still be used as part of the new implementation.

Moves all legacy gov code to `v1beta1`. This preserves all existing behavior (i.e. everything still uses v1beta1). It's merely moving things around to get everything in the right place logistically (hence the large diff still)

### 1. Add an `--aux` flag to all tx command.

This will print an AuxSignerData instead of broadcasting the tx.
### 2. Add a new `aux-to-fee` subcommand

```
This takes the output of the previous command, and broadcasts a 2-signer tx.

For creating an intermediary/auxiliary tx (e.g. by the tipper in tipped transactions), using the existing `client.TxBuilder` is awkward. We propose a new client-side builder for this purpose.

## Description
The `io/ioutil` package has been deprecated in Go 1.16 (See https://golang.org/doc/go1.16#ioutil). Since cosmos-sdk has upgraded to Go 1.17 (#9987), this PR replaces the existing `io/ioutil` functions with their new definitions in `io` and `os` packages.

SDK allows InitGenesis to return with an empty validator set. In practice, the error for an empty validator set gets thrown in tendermint. To fix this,
* Add non-empty validator set check to the `mm.InitGenesis` function. This will break `simapp.Setup` because it relies on an empty validator set [#comment](https://github.com/cosmos/cosmos-sdk/pull/8909#issuecomment-804850834).
* Update `simapp.Setup` to use a single validator.
* Fix failing tests (Most of them are keeper tests).

We found in the Osmosis epoch time, the many accesses to GetAccount's proto unmarshalling was a significant slowdown.
This adds a HasAccount method to the AuthKeeper, and fixes one unnecessary spot that it appears within in SendCoins

This PR if the 1st step (out of 2) in the #9585 refactor. It transforms baseapp's ABCI {Check,Deliver}Tx into middleware stacks. A middleware is defined by the following interfaces:

This Pr doesn't migrate antehandlers, but only baseapp's runTx and runMsgs as middlewares. It bundles antehandlers into one single middleware (for now).
More specifically, it introduces the 5 following middlewares:

| IndexEventsTxMiddleware | This is a simple middleware that chooses which events to index in Tendermint. Replaces `baseapp.indexEvents` (which unfortunately still exists in baseapp too, because it's used to index Begin/EndBlock events) |
| RecoveryTxMiddleware | This index recovers from panics. It replaces baseapp.runTx's panic recovery. |
| GasTxMiddleware | This replaces the [`Setup`](https://github.com/cosmos/cosmos-sdk/blob/master/x/auth/ante/setup.go) Antehandler. It sets a GasMeter on sdk.Context. Note that before, GasMeter was set on sdk.Context inside the antehandlers, and there was some mess around the fact that antehandlers had their own panic recovery system so that the GasMeter could be read by baseapp's recovery system. Now, this mess is all removed: one middleware sets GasMeter, another one handles recovery. |

## Description
This PR adds a CLI for querying all module accounts, `module-accounts`, in the auth module.
Using this command would display all the account information, including human readable name of the module, module account address, account number, permissions, etc.
This command would be especially useful for developers using cosmos-sdk as there are lots of instances where a developer would have to look into the module account, but only to do so by getting the module account address after getting the module name, hashing it and bech32fying it in the status quo. By using this command, users would be able to get a quick look on the list of all module accounts' information.

After some more recent conversations w/ @aaronc, I decided to go back to his original proposal of setting up a subcommand for running in-process testnets.
This PR splits the `simd testnet` command into two subcommands:
- `simd testnet start` which starts an in-process n-node testnet
- `simd testnet init-files` which sets up configuration & genesis files for an n-node testnet to be run as separate processes (one per node, most likely via Docker Compose)

* Skips very noisy benchmarks that end up running only for b.N=1 because
their entire time is spent in setup, and varying parameters doesn't change
much given that the number of stores is what dominates the expense. To
ensure we can provide reliable benchmarks, progressively for the project,
skip these until there is a proper re-work of what the benchmarks need to do

Prepare migrating testing auxiliary functions from tests
to testutil.
Remove local duplicates on testutil.WriteToNewTempFile().
Always favor testutil.NewTestCaseDir() over ioutil.TempDir().

The command processes list of transactions from file
(one StdTx each line), generate signed transactions
or signatures and print their JSON encoding, delimited
by '\n'. As the signatures are generated, the command
increments the sequence number automatically.

--validate-signatures should not be a flag of the sign command
as the operation performed (transaction signatures verification)
is logically distinct.
cli_test is and has always been an horrible name for package
directory as it's very much Go anti-idiomatic - _test is the
suffix used by test packages, not directories. Plus, CLI test
cases can and should live alongside other testcases that don't
require binaries to be built beforehand. Thus:
x/module/client/cli_test/*.go -> x/module/client/cli/
Test files that require sim{cli,d} shall be tagged with // +build cli_test
With regard to cli test auxiliary functions, they should live in:
x/module/client/testutil/

As part of #5864 part 2), this PR decouples the new client/tx
package from x/auth (as an incremental step to deprecating
all the tx logic in x/auth) and adds StdFee, StdSignature,
StdSignMsgBase and StdTxBase to codec/std, while
deprecating the corresponding types in x/auth.
crypto/keyring:
`Keybase` interface gives way to its successor: `Keyring`. `LegacyKeybase`
interface is added in order to guarantee limited backward compatibility with
the old `Keybase` interface for the sole purpose of migrating keys across
the new keyring backends.
The package no longer depends on the `github.com/types.Config`
singleton.
`SupportedAlgos` and `SupportedLedgerAlgos` methods have been removed.
The keyring just fails when trying to perform an action with an unsupported
algorithm.
crypto/ subdirs reorganization:
`crypto/keys/hd` was moved to `crypto/hd`, which now groups together
all HD wallets related types and utilities.
client/input:
* Removal of unnecessary `GetCheckPassword`, `PrintPrefixed` functions.
* `GetConfirmation`'s signature changed to take in a io.Writer for better integration
with `cobra.Command` types.
client/context:
* In-memory keyring is allocated in the context when `--gen-only` flag is passed

Packages named utils, common, or misc provide clients with no
sense of what the package contains. This makes it harder for
clients to use the package and makes it harder for maintainers
to keep the package focused. Over time, they accumulate dependencies
that can make compilation significantly and unnecessarily slower,
especially in large programs. And since such package names are
generic, they are more likely to collide with other packages
imported by client code, forcing clients to invent names to
distinguish them.

Add additional parameter to NewAnteHandler for custom SignatureVerificationGasConsumer (the existing one is now called DefaultSigVerificationGasConsumer).

This PR begins improving the godocs for the auth module, and begins cleaning
up the Ante handler.
Additionally we previously calculated if the fee was sufficient for the tx
on every single signer. This is now refactored to be more efficient, and have
a better logical flow. No changelog entry as this is new to this release.

Make --gas flag accept a conventional "simulate" string value in addition
to integers. Passing --gas=simulate would trigger the tx simulation and
set the gas according to the gas estimate returned by the simulation.
Any other integer value passed to --gas would be interpreted as-is and
and set as gas wanted value.

Redirect password prompt to STDERR to avoid messing up cli
commands output. As a rule of thumb, program's output should
always go to STDOUT, whilst errors&diagnostics go to STDERR
as per POSIX's philosophy and specs.
The new CLI flag builds an unsigned transaction and writes it to STDOUT.
Likewise, REST clients can now append generate_only=true to a request's
query arguments list and expect a JSON response carrying the unsigned
transaction.

Add a simulate only flag '--dry-run' to both CLI tx commands
and RESTful endpoints to trigger the simulation of unsigned
transactions.
* Turning --dry-run on causes the --gas flag to be ignored.
The simulation will return the estimate of the gas required
to actually run the transaction.
* Adjustment is no longer required. It now defaults to 1.0.
* In some test cases accounts retrieved from the state do not
come with a PubKey. In such cases, a fake secp256k1 key is
generated and gas consumption calculated accordingly.

* Change --gas=0 semantic in order to enable gas auto estimate.
* REST clients have been modified to simulate the execution of
the tx first to then populate the context with the estimated
gas amount returned by the simulation.
* The simulation returns both an unadjusted gas estimate and an
adjusted one. The adjustment is required to ensure that the
ensuing execution doesn't fail due to state changes that might
have occurred. Gas adjustment can be controlled via the CLI's
--gas-adjustment flag.
