## Description

## Description
Main changes:
#### `x/auth` and `x/auth/ante` stopped depending on simapp
Some usages are left but this PR grew too much, so we might want to do it in a separate.
#### Removed all usages of the `suite` in `ante`
This makes tests way more verbose but helps keep the test cases self-contained and easier to understand (before you would need to mentally track the state of the suite throughout the test cases to understand them).
Also, it's easier to test, given that all tests are converted to standard Go unit tests (`func TestSomething(t *testing.T){`) and at least VSCode recognizes them and lets you run a single one instead of the entire suite.
I think this can/should be replicated in other modules.

## Description
Most modules right now have a no-op for AppModule.BeginBlock and AppModule.EndBlock. We should move these methods off the AppModule interface so we have less deadcode, and instead move them to extension interfaces.
1. I added `BeginBlockAppModule` and `EndBlockAppModule` interface.
2. Remove the dead-code from modules that do no implement them
3. Add type casting in the the module code to use the new interface

Replaces all the various `ModuleCdc` instances with the global `legacy.Cdc` to properly support Amino serialization for the `x/authz` module. This is needed in order to correctly support Ledger signing for `MsgExec` and messages.

## Description

Adds `Min()` and `Max()` operations on `sdk.Coins` for per-denom minimum and maximum.
Replaced an example of manual low-level construction of `Coins` with higher-level operators.
Upcoming enhancements to vesting accounts make heavy use of this pattern.

Integrate Tendermint v0.35.0, including changes to build and test
plumbing necessary to make everything build. This change does not

## Description
The `io/ioutil` package has been deprecated in Go 1.16 (See https://golang.org/doc/go1.16#ioutil). Since cosmos-sdk has upgraded to Go 1.17 (#9987), this PR replaces the existing `io/ioutil` functions with their new definitions in `io` and `os` packages.
