611e4faa3a gaiad: Genesis txs now use bech32 encoding of address and pubkey 
* `gaiad init gen-tx` makes the outputted file use bech32, with acct prefix
* `gaiad init --gen-txs` only reads bech32 with acct prefixes

The reason for using the account prefix is that in principle you could
have genesis transactions for non-validators.

12c1eb4d31 gov/client: rename submitproposal to submit-proposal 
It is standard in the sdk to use a dash for subcommands / flags
with multiple words. This makes submitproposal comply with that.

e41f2bc8b5 tests: cli_tests no longer reset call unsafe_reset_all on local env 
* Makes all cli tests use .test_gaiad, .test_gaiacli instead of the
	same directories as the default binaries
* Abstracts alot of the functionality for setting up the server into
	a single function / file-wide constants. This is to reduce
	code duplication, especially since some of this functionality
	depends on each test setting up the keys in the same way.

Closes #1461

097dd8a164 tools: Add unparam linter (#1443) 
* tools: Add unparam linter

unparam detects unused parameters in functions, and a parameter to
a function which only ever takes on one value. The latter is an
indication that more tests are required.

There are many nolints in this PR, as I believe that writing tests
to fix alot of these situations is out of scope for this PR / it
will be changed in future commits. There are some nolints for
when we have to comply to normal api's.

cmd/baseserver, */rest: allow baseserver to choose which handlers to use 
Make handlers easily configurable to use in cmd/baseserver/main.go.
This way client users can trivially change what functionality they'd
like.
It involves moving ServeCmd out of client/rest to */main.go
and lets client/rest become a bazaar for available mux.Router
registrars.

1a45755027 client/rest, modules/coin/rest: moved code around 
After offline emails and a video call with @ethanfrey,
a goal was decided to move things around i.e:
- [X] Move /build/send and /query/account to modules/coin/rest

Due to that move, there is a lot of overlap between needed
code and utils so extracted common code to make
https://github.com/tendermint/tmlibs/pull/33
so make sure to pull in that commit into your tmlibs tree.

After code review feedback:
client/rest, modules/coin/rest: FoutputProof, PrepareSendTx helper

* Extract OutputProof to FoutputProof helper that can
be used in modules/coin/rest/handlers.go as proofs.FoutputProof
* Revert r.HandleFunc("/tx", doPostTx).Methods("POST") which
was erraneously deleted
* Use function signatures from "tendermint/tmblibs/common"

A server that can be ran by default on port 8998
otherwise one can specify the port using flag `--port` like this:

- [X] /keys/{name}  DELETE-- delete a named key

- [X] /sign POST -- sign a transaction
- [X] /build/send POST -- send money from one actor to another. However,
  still needs testing and verification of output
- [X] /tx POST -- post a transaction to the blockchain. However, still
  needs testing and verification of output

This base code to get the handlers starters was adapted from:
