Jacob Gadikian 7c43d52b2b chore: gogo/protobuf v1.3.2 (#12596)
## Description

This helps to prepare for #11453 by removing the ics23 dependency on gogo/protobuf v1.3.3 which does not exist.

It will have an outsized quality of life impact.

For reference the way to do this is:

* keep the replace as-is
* `go get github.com/gogo/protobuf@v1.3.2`

### Affects
* cosmovisor
* ics23
* sdk

### Prerequisite to:

* #11453 (or maybe it helps it happen?  I think after this we won't get those troublesome 1.3.3 imports)

Maybe not exactly a prerequisite, more like something that will reduce the review scope of #11453 and also eliminate this problem for downstream users of the sdk. 

To clarify the purpose here, the command go work sink, does not work because the upstream version 1.3.3 does not exist in gogo/protobuf

Jacob Gadikian 9bed6333fa chore: Upgrade the Cosmos-SDK to Go 1.18 (#11663)
## Description

This PR works towards the completion of the Go Workspaces issue #11450 

It does the following:

* Upgrades the Cosmos-SDK to Go v1.18
* Changes the version of gogo/protobuf to v1.3.2, which exists upstream, unlike v1.3.3 everywhere possible.  The use of the 1.3.3 version number and lack of an upstream version is the blocker for Go Workspaces.

arrayah 1fc592b48c build: add remote debugging with delve (#10587)
## Description

This is a feat and adds functionality for a developer to remote-debug a testnet node. This is made possible with `delve` remote debugging.

I received some help from here: https://kupczynski.info/2020/05/17/remote-debug-go-code.html

Also, @creachadair I made a tiny modification in the testnet file generation. I removed the `localnet` folder and simply let the `testnet init-files` to use the default `.testnets`, since this is also being `.gitignore`d in the repo, and we don't usually want these files in the main repo.

Let me know if there are any implications to your update that you made a few days ago.

Make the test more reproducible, so that it does not require coordination
between the build container and the run container.

- Use layers to more advantage.
- Include bash in the run container.
- Put writable output onto a volume.

Alessio Treglia 606956b668 Reproducible buildsystem (#7247)
Provide a simple Docker-based mechanism for application
developers to provide reproducible builds. Unlike gaia's
current reproducible buildsystem, this does not depend on
external tools, e.g. `gitian-builder`.

`build-simd-linux` now builds `simd` in a deterministic
Linux container.

91ff9fa417 buildsystem: simplify Makefile and ci automation (#7189)
Move images into contrib/images/.

Replace "bad tag" cosmos-sdk/simapp with cosmos-sdk/simd-env.
'simapp' is a misnomer as the images serves only as host
environment for the binaries that are in fact built by the
developer on their machine.

Remove the build-docker-local-simapp target altogether
from the Makefile in favor of an inline conditional statement
that causes the image to be rebuilt if and only if it had not
been built before.

simd binary won't run as root anymore as root privileges
are dropped upon simd binary installation.
