## Description
Added a little bit more comments to note about the meaning / type of the numeric time values.
When I'm creating the vesting accounts, I always have to double check it, and end up looking at the code.
## Description
Follow up to #15356 adding a test in which we activate the voting period, delete the proposal and try to vote in the deleted proposal (this vote would have passed before and now it gets rejected).
