- group MsgCreateProposal -> MsgSubmitProposal
- group enums -> prepend `PROPOSAL_` (e.g. `PROPOSAL_STATUS_`, `PROPOSAL_RESULT_`)
- group Tally -> TallyResult
- CLI-breaking changes:
- group submit proposal: takes a single arg which is a proposal.json file
